The operator of a chain of pain clinics has pleaded guilty to a federal drug crime and Medicare fraud.Troy Wubbena, 44, who is listed in state records as director of Neurology & Pain Center Inc., ran pain clinics in Tampa, St. Petersburg, Lakeland, Sarasota, Orlando and Jacksonville with physician Jeffrey Friedlander.
